Willamette river is best suited for worm and scented baits it seems like the scent is more attracted to the fish the Wild Life & Reserve Sherrif also patrols around the Willamette river with their boat constantly checking peoples angling licenses, making sure they’re valid. So make sure you have your fishing license on you at all times.
